Hot Beverage System

Does anyone follow rules or is it everyone for themselves and egocentricity prevails?

I am sitting in a laboratory Computer and right above me is a sign that said: "No coffee or drinks near the computer. There is a man sitting near me with a coffee cup filled with hot coffee! It's not all, this man works for the school system. What kind of example is that for kids? I think it's tag to follow the rules people - what do you think?

I really try to follow the rules. My theory is that people do not follow rules, because there are many of them there and they are not enforced. People see others breaking the rules and get away with him and he encourages them to do the same. It is a form of greed. If that person can not do it, why should not I also be able to do.
